I have the honour to make the following statement

against the report of gross neglect of duty and not reporting a gambling house No. 2, We Love, for which I was suspended from duty on the 15th July.

I beg to state that in July 1894, I was appointed to No. 2 gambling district, and remained in charge till 1st of April 1895, when I was transferred to Shau the Wan, where I remained till about the 20th of June 1895, when I was transferred back to the Central Station, and again appointed to the same gambling district.

During the Plague in 1894, all the houses in Wa 4 were vacant for a long time, with the exception of Nos. 1 and 2, and the ground floors of Nos. 1 and 2, and this caused gamblers to play sometimes in one and sometimes in another of the vacant houses; at this time they gave much trouble that in December 1894, Mr. Herschel ordered an European Constable to be placed on duty in this Wa Lane and Leung Wing Street from 8 a.m. till 10 p.m. I believe they kept on duty there for about five months, during which time the gambling ceased there; but shortly after the Constable was taken off, they reported the gambling was playing again in Wa Lane about this time, the head gamblers were reported, and I believe five of them were recommended for banishment and banished.

During the 33 months that I have been in charge of this gambling district, I have taken out 1044 gambling warrants or more; 31 of these warrants were executed in raids on various houses in Wa Lane, and the whole number were more or less successful.

Against this particular house No. 1, We Love, I have taken out three warrants, the last one on the 25th of January last, and arrested ...
